Confirm & fix late day default behavior

Currently, it seems that the default behavior of an assignment is to not allow late days even if late days are specified at the course level. (We should verify this is actually the behavior, if so it seems better if the assignment defaults to using course specification. This also seems like a pushable change for upstream.
