Fix the issues with localDocker.py and ubuntu 18.04

This is described in the Tango-m2 repo on the dev branch with commit 9afea7b0. That commit should be cherry picked, or a similar new commit made. Check out the log message there as there is a related issue on upstream about this but no responses. We may want to add a bit of info to that issue.
