Move wsuv vmms dockerfiles into separate repository

wsuv vmms dockerfiles live in the vmms folder currently. However, these docker images are useful even without a full tango install (e.g., testing can be done with only the vmms, not tango). Moving these files into a separate repo (and updating the deploy scripts appropriately) will help keep wsu-specific changes out of the tango repo.

Once done we should also:

• update deploy script appropriately
• add ci to new vmms repo that builds images for dev/master branches and adds them to the gitlabregistry
